Microsoft has already been fined for the origional violation of European competition rules and for subsequent failure to come into line. With the latest penalty, the total comes to more than two billion dollars. The case was about the Commission's insistence that Microsoft should provide information that would enable competitors to write programs that would work on computers using other popular Microsoft products. The company itself said in a statement that the fine is about past issues which have been resolved.
