That much is obvious, the next question is not. An assumption is at work here that the “few complaints” already made represent all or nearly all the complaints residents would like to make. Is this blithe assurance warranted? Many people dislike a change but say nothing. They either learn to bear the inconvenience, or they find a setting where the inconvenience is not inflicted upon them. So, has anyone actually moved out of the Towers or at least given notice? The most eloquent complaint, after all, is simply going elsewhere.
