本人感觉 that propel the plates across the globe是个定语从句，只是不明白这个从句中的谓语动词是哪个呢？求各位大神指点

谓语动词就是propel啊。只是乍看之下没有主语。
我认为that后面是个同位语从句，解释an important influence ，主语就是前面的they，做了省略。虽然我不知道they是什么哈。
